On these releases, characters are not split into care tiers. But they are split into groups, so choosing a partner for your Tamagotchi si still important.
The characters you'll get on the next generation will still be a little random, though. On the Japanese Jinsei releases it was way easier to get the characters you wanted (just like on all the Japanese Plus releases.)
